IE isnt working under my user name but I can go under other users and use it with no problems?

If your account isn't an admin account, then the admin (whoever he/she is) probably blocked access to you. You can't uninstall and reinstall because you aren't an admin. If your account is admin, just uninstall and reinstall IE, or better yet, just download FireFox by Mozilla. It's a much better, faster, stable, and more customizable browser. I highly recommend using it.
