Is that phony information bar alert, trying to sell you one of these useless products that are listed here?:

If your answer is "Yes" then keep on reading...
(DO NOT BUY THE PRODUCT THEY TRY TO SELL YOU! IT IS SCAM.)
A specialised removal tool is usually needed to remove the malware (Smitfraud or Vundo) that is causing your problem. Almost all "general purpose","all-in one" spyware and virus removal programs such as Adaware 2007, Norton, McAfee or Spybot S %26amp; D cannot remove Smitfraud or Vundo.
A good removal tool that specialises in removing these 2 types of infections is RogueRemover Free:

After running RogueRemover, to clean-up any remaining infection traces, scan for trojans,
and spyware etc and remove (free online scan, no downloaded program) with Ewido Online Scanner ( now known as AVG Anti-Spyware). This is NOT the same as AVG Anti-Virus. Press "Scan your computer now online and clean it for free!" on the left.

Your problem has nothing to do with your new IE-7 or Vista (assuming that it was a legal, geniune upgrade). Your computer is badly infected with this adware.
Good luck.
1. Download and run firefox to protect your from future spyware attacks and pop ups which are coming in through internet explorer (Trojan downloaders, win32 ) .Then update your windows through firefox
Browser attacks aren't easy to spot because they piggyback on legitimate traffic that doesn't exhibit many obvious warning signs

2. Run the vundo and combo fix http://securitynewsfromthenet.blogspot.c...
3. Run Malwarebytes Anti-Malware

4. Run the anti spyware remove programs spybot http://securitynewsfromthenet.blogspot.c... and superantispyware http://securitynewsfromthenet.blogspot.c... to get rid of the nasties
5. Run a complete scan with free curing utility Dr.Web CureIt!
